You're basically going to be doublin...Hi Nancy! You're basically going to be doubling it over the elastic waistband and knotting it. The extra 4" accommodates for the extra tulle that is gathered in the knotted portion. I suppose you could leave off the extra 4" but then your crinoline would definitely be shorter than your skirt. The goal is to have the crinoline and skirt end up being about the same length. I think if a bit of it peaks out, that's OK.
